Does the Ipad license include Desktop PC license?

Hi! I'm planning on buying the Ipad version of Photoshop and (maybe) other Adobe apps.
Does the plan include the license for installing these programs in my desktop PC?

But if you buy the Desktop/Notebook (Real Computer Operating system like OS X and Windows) versions they will include mobile versions in some, not all, cases.

Nancy: Photoshop CC is the one I've downloaded in my Desktop PC? 
If it is, then by buying Creative Cloud Photography Plan I would get a license for this program too... Am I Right?

Yes, the Photography Plan includes access to Photoshop for iPad. You will need Creative Cloud for mobile and an iPadOS 13.1 or higher.  See links below for details.
