Let me move this to the Account, Payment & Plan forum for you, which is the appropriate forum for your question.

The Using the Community forum is for help in using the Adobe Support Community forums, not for help with specific programs. Product questions should be posted in the associated product community.

This is a public forum, not Adobe support. Users, including the ACPs and MVPs, can't provide support for account, subscription, billing, download, or product activation issues. Support for those issues requires an Adobe employee.

Click the following to contact Adobe customer support staff for help:

https://helpx.adobe.com/contact/support.html

You must be signed in with your Adobe ID and allow cookies in your web browser for this to work.

This is the link to the US website. If you are not in the US, the site should redirect to the page appropriate to the region associated with your ID.

Click the chat icon at the bottom right of the page to open a chat session. Typing AGENT into the chat window should connect you directly to a CSR rather than the AI.

If the CSR refers you to the forums, insist on speaking with a supervisor and keep moving up the chain until you get someone who knows what they are talking about.

You can also search for Adobe customer support using your favorite search engine. This will normally provide you with a regionally appropriate phone number that you can use.

Be aware that because of the pandemic, wait times are far longer than usual due to reduced staff and higher demand. Please be patient with the people to whom you speak. Like you, they are feeling a great deal of stress. A little patience and understanding will go a long way to helping you in your particular situation.

If you didn't sign up for an Adobe subscription, then your credit card has probably been compromised. Contact your bank.

If you didn't enter your credit card number, how is Adobe charging you?

What exactly have you been charged for?

There are many Adobe programs, Apps (Applications) for both Mac and Windows PC's and for mobile devices that run on Apple's iOS and Google's Android operating systems, Smart Phones and Pads.

So you never used any Adobe product on either one of your computers or mobile devices? And you never put you credit card number into any app to use it for maybe what you though One Time?

If the above it true, you have never used any Adobe program in any form on any device you own, then what has happened more than likely is someone, something, has stolen you CC number and used it to sign up for some Adobe product.

You need to contact your bank and or CC company and report this as a fraudulent charge and Dispute the charge. You will also need to get a New CC number and make sure you tell the bank or CC company to NOT Honor any future charges to the old number.

Just to clarify:

When Just Shoot Me says  CC, he means Credit Card and not Creative Cloud.

If what you say is true, it sounds like your card may have been compromised in which case Adobe is a victim, too.  Make certain nobody in your household with access to your credit card purchased anything from Adobe.  Then notify your bank immediately.  The bank will take necessary action after you sign some legal papers.
