double charged per month fo one subscription

I am being double charged for Accrobat Standard on 3rd of every month on Paypal. Two payments of 

$19.54 totaling $39.08.  I complained to Paypal. Adobe responds as complaint resolved and cancels my subscription.  No refund. The Canadian Adobe Office  # in Ottawa  (phone number removed by moderator) is out of service.  I cannot find an adobe email to contact them to resolve this.  Can anybody help me with a email or telephone # so I can get this resolved.  Thanks for your help.  Bill

This is a public forum, not Adobe support. Users, including the ACPs and MVPs, can't provide support for account, subscription, billing, download, or product activation issues. Support for those issues requires an Adobe employee.

Adobe provides support through the Chat function on the contact page or through a phone call. There is no email support.
