there are 2 ways to contact adobe support; chat and twitter (now x):
chat:
if you have or want to purchase a subscription, use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
twitter/x:
tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

I had never even opened an Adobe account. I started getting charged £19.75 in early June and monthly payments went out to "Adobe - Ireland". I tried to cancel and it stated there was no account linked to my only email address. I had to report fraud to my bank (Barclays), I got no help from Adobe as there was no account from me. I was dealing with this for 4 hours with no support from them. I suggest everyone goes to their bank. I will veer away from Adobe in future. I am not a disgruntled customer, I am NOT a customer but they have taken £99.85 from my bank account which I have had to cancel everything and have no access to money until a new card arrives.

correct. if you have/had no account with adobe, contact your credit card issuer and report fraud. vendors are not responsible for (nor can help with) criminals using your credit card(s).
