no, absolutely not.

in addition to one license allowing unlimited computer installs (see below), you can also install on all your mobile devices with one license.

you can install the cc desktop app from here https://creative.adobe.com/products/creative-cloud on as many (mac and/or win) computers as you own and use it to install all (or some, if you want) of your cc subscription programs.

the only (insignificant for internet connected computers) limitation is that you can sign-in (and therefore start your adobe programs) on, at most, two computers without signing-out. because you can sign out from either (or both) signed-in computers using a 3rd computer, this could not (imo) be easier. https://helpx.adobe.com/download-install/using/install-apps-number-of-computers.html

for hardware questions post in an appropriate forum, eg adobe animate or adobe illustrator.

Most Adobe apps run only on Windows and Mac computers. What specific apps are you planning, and what sort of drawing tablet?

If you buy a mobile solution (like via Apple's shop for iPad apps), it may run only on your mobile device. If You buy a plan on the Adobe site, it includes also mobile access to apps available, depending on the plan you buy.

As said, most apps are Windows or macOS only, and even that applications like Photoshop are now moving also to the tablet, they are still missing some of the features, the mainstream computers get. So check well, which computer (tablet, laptop, desktop) you acquire for which task.

If you tell more about the applications your looking at, people in the community can tell you about your different options.

What is clear is, that you are not limited to any device, that is supported, as you are allowed to install and run the programs on all devices that are supported. And data can be interchanged between the devices.

Illustrator Draw is being retired but you can use Adobe Fresco to draw with your mobile devices and tablets.

Hope that helps.
