How do I set up account?

You have an 'account'- The ID and Password that enabled you to post in this forum.

To use Adobe Apps you will need to 'buy' a subscription for the Apps, and download/Install with the Adobe Creative Cloud Desktop App.

the above apply to individual user accounts.  if you wanted to setup an educational, enterprise or team account the answers are different.

Install Creative Cloud desktop app. Use it free for 7 days.  After which you will be billed for month-to-month or annual fees by credit card.
