I am not able to get subscription

I have been tring for 1 week to get creative cloud subcription,but after entering credit card details and clicking confirm, it shows " we are unable to approve your transaction this time".I also tried with other device,and waited for 1week even call the  customer car(but not taking my calls) still not able to get subscription.
