I can't change my plan

I am currently using the photography plan, now I want to switch to the Creative Cloud All Apps student plan (I have no problem with student verification) but it tells me there is a billing problem and I cannot change my account even though I made my last payment. When I want to change the plan, it directs me to the team plan, which is more expensive.

contact adobe support, or fix your payment problem.  for the later, https://helpx.adobe.com/manage-account/using/update-billing-information.html.  for the former, there are 2 ways to contact adobe; chat and twitter (now x):

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

Hello, thank you for your help. When it comes to changing plans, there are no student plan charges. I remember that I had verified my account as a student before.
