Premier rush is listed in my subscribed apps but after installing it is requesting I upgrade and pay more subscription fees.
Why should it when it is already my current subscription.

If it doesn't work, then you need to contact support.
Login to your account and navigate to the URL below. Make sure that the browser has cookies enabled, and all script blockers are disabled.

If you have the Photography plan it only includes a limited trial of Rush. Yes, even though it shows in your apps.

Do you have a paid Creative Cloud ALL APPS Plan? If not, you don't have full access to Rush.
FREE membership includes a Rush starter plan which is merely a 7 day free trial.

I think the problem is that Rush is NOT a 7 day trial. If it was, Creative Cloud would handle it in the normal way. What you get is the "Premiere Rush Starter Plan".
That's described as
Premiere Rush Starter plan | Create and share unlimited videos on Premiere Rush mobile and get 3 video exports on Premiere Rush desktop. |
So, three exports and you're done. By anyone else's language this is a demo, but by Adobe's words this is a "Plan".
