If I change cards without funds, will Adobe try to charge me from my first registered card

Hello friends, I am from a South American country, after a long time I decided to try to buy Photoshop and Illustrator to use the new features, I always found their plans expensive so I found an economic plan that I thought I could afford it however I do not know if it is the bad habit of companies not specify in the ad but as all this was new to me I saw the following offers

at first glance what I understood is that this is the price per month thinking that I could cancel it at any time as I have done in other applications that I have paid, but as they do not specify in the announcement of the offer I bought and without realizing I was trapped in a 12 month contract, and I honestly did not find anything that I could not afford. Honestly I did not find anything new that is why I stopped using it, if I use it sporadically but I can not cancel the plan without paying a penalty, my question is this if I register a card on which I have no funds adobe will try to charge me and when I can not charge me on that card, I will be charged from the first linked card? I don't have many options, they all say change plan but the prices to change to other plans seem expensive.

if you're unable to follow the steps described, you'll need to await help from an adobe employee for the next step.  (if you don't get a reply here from a badged employee within 24 hours, repost.)

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.
