i don't know how apple sets its prices. but apple/mobile stores sell mobile app subscriptions only while adobe prices include both mobile and desktop apps.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.

Photoshop and Lightroom are two different products. As for the pricing, I have absolutely no idea. That's an Adobe Marketing decision. For $10, you should take the Photography plan (20 GB) on the Adobe site, IMHO. You will get Photoshop, Lightroom classic and Lightroom (quite useless with 20 GB) for the desktop and the mobile Lightroom and Photoshop for the iPad. https://www.adobe.com/creativecloud/photography/compare-plans.html

You can use all the capture, organization, and sharing features in Lightroom for mobile for free. You can also use most of the editing features for free. Upgrading gives you premium features and lets you work across any device.

Photoshop for iPad is the same as Photoshop for desktop but with some well-documented missing features.
If you already have a Creative Cloud subscription then Photoshop for iPad is included.
If not, you can pay just for the standalone subscription for Photoshop on iPad.
If you're faced with $10/month just for the iPad version, you'll get much better value from the Photography Plan mentioned by @Abambo above. There's so much more included with Photoshop for iPad and Lightroom for iPad included too.
