LR/LrC still included in student subscription?

Hi - I have a student subscription, and hadn't logged in for a few months (and not since the price increase). I was sure I could access Lr/LrC before, and now told to contact an administrator. 
Is it still included in the subscription? It's literally the only reason I subscribed (and before the price increase).

Can't seem to find anything anywhere that says it's not...

they're included in the all apps subscription.
