Monthly payment increased after reducing users

I have 2 license on my business account and the monthly payment increased to $71. It is weired because I was paying less when I had more users. I am not sure what the subscription provide. I appreciate if someone explain to me why my subscription increased.

after your first year, the cost increases for most plans. ie, the first year is offered at an intro price
