I installed the Adobe app last month and paid first monthly payment on 10th January 2022, then the Adobe picked up 10th February 2022 from my account but I can't use the app and there is BUT NOW icon when I want to open it.
check your account to verify your subscription is what you expect and to verify your adobe id, https://accounts.adobe.com
then, if your account shows a subscription, sign out and then back in to your cc desktop application using the same adobe id used to verify your subscription: http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html
