I pay my monthly CC subscription via PayPal. In September, Adobe sent 4 "orders" to PayPal for the same month. Fortunately I spotted this (due to emails sent to my from PayPal) and PayPal have only paid once. I had a similar experience in August when I was sent an email from Adobe saying that if I didn't pay on time, my subscription would be cancelled. I've had CC for 4 years and never once paid late or missed a payment.
The "help" (haha) centre doesn't work - trying to select the online chat option just sends me back to the top of the help centre menu

Yes it could be, many people have reported the same issue with the chat icon not visible on one or the other browser, and changing the browser helps more often than not.
