Can you tell us what are you trying to do? As @kglad mentioned, there is a good Arabic support within some Adobe applications, so for instance, the screenshot of Adobe InDesign you inclueded in your post up here has the one of the best Arabic support amongst all Adobe applications. It is just you need to know how to download and install the Middle Eastern version.

adobe only supports about 20-30 languages, so it's not unexpected that many in the world would find their language missing.  but you should check the cc desktop app preferences for app install languages.
