kann mir jemand sagen, ob das Angebot zur Creative Cloud für "Studierende und Dozenten" auch für Dozenten an einer Volkshochschule (VHS) gilt? Und falls ja, wie man es beantragt?

Check with your school's IT department and see if they already have an institutional plan. They can add you through that.

If they don't, you can contact Adobe directly to find out if you are eligible for the education discount.
