Overcharged account

My account has been overcharged and deductions are made every month where as my subscription is a payment of $13.60 per year which is a WAH (Working at home) licence through the Department of Education NSW Australia. Deductions that were made from my account and I was not aware of until i discovered recently. I have contacted Adobe and they asked me to contact the reseller. The Reseller redirected me to your website.

Is there a possibility that these amounts can be refunded?
Has anyone else been in this situation?
