Do you know how to buy Adobe an enterprise plan to get a large volume of Photoshop API requests?

We have been speaking approximately for 2 weeks with Adobe support team and they sent us everywhere: from obscure call centers to Indian outsourcing companies, but not to the tech enterprise sales team
