Premiere Elements 18 and PSE 19

I have Premiere Elements 18 and Photoshop 19.

Is there a way to upgrade to the newest one without purchasing a whole new version?

Instead off say $100 each you pay $80 each for the upgrade?

If you mean Photoshop Elements 2019:

There is no upgrade, per say..  The "upgrade" is just a price discount on the new version.

Adobe has always offered upgrade pricing for Photoshop Elements and Premiere Elements and you can upgrade to the latest version from any previous version. These upgrades still install a brand new version of the software on your computer.

It pays to shop around though. You can often find the full version for cheaper than the so-called upgrade cost.
