When trying to buy any application with PayPal I get an error saying that my information is incorrect and I have already checked it many times but it is correct, does anyone know how to solve this?

Both names and addresses are the same?
I would recommend contacting Adobe customer care. Adobe customer care can be contacted here: https://helpx.adobe.com/contact.html - click the small callout at the lower right of the screen and type "agent".(see also here: https://community.adobe.com/t5/creative-cloud-services/how-to-contact-adobe-support/td-p/11875703)
Try using a credit card instead. Paypal isn't accepted in all locations.
Also check the account details, the PayPal account have the same country, and it's the country you are connecting from.
