Reactivate Deactivated Account- enterprise user

I deactivated my collegue's account after we were having a lot of trouble getting her access to all apps through our company account, thought because she already made a personal account with that email it would not work. Now that we've got the email from adobe to set her up, it will not let me in because the account is deactivated. Is there a way to reactivate? I thought I could just make a new one in it's place.

As far as I know, using an email to create an Adobe ID and buy a subscription may not be repeated, with that email, once an account is cancelled... but since I am just another user, you need to contact Adobe
