what exactly do you see when opening the cc desktop app or dreamweaver?

When I double click on the Dw CC 2015 icon, I get a window that says "verifying license status online" then nothing more happens.

do you have the cc desktop app installed?
if not, install it.
check your subscription here, https://account.adobe.com to confirm it's up-to-date.
then sign out and then back in to your cc desktop application using the same adobe id used to verify your subscription: http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html
