Creative Cloud Express is a free starter plan. The paid plan is called Premium.
Premium Creative Cloud Express ($10/month).

Depending on what you subscribed to and where (mobile app store or directly from Adobe), you need to log-out and log-in with your paid ID (email) and password.
Does that help?
