Say I were to buy an old copy of Creative Suite 4 Design Premium and the seller agreed to transfer their license to me through Adobe. Would there be a license transfer fee or does Adobe do it for free?

Be careful. Obviously Adobe doesn't make it anymore, and it's really hard to find a legit copy of an old product like that unless it's from a friend or family member...

 

Why Never to Buy Adobe Software on eBay or Amazon Marketplace

 

If it's truly authentic and from someone you know and trust, then there is a legal way of transferring it:

Okay, thank you for that information, it's very helpful. Also, just confirming, there is no transfer fee, right? I couldn't find anything about it in the links you gave, so they either don't have a fee or didn't mention it.

Also... make sure you are running a suitable, really old, system for old apps. Don’t buy it if your system is up to date!

No, there is no transfer fee. As TSN correctly pointed out above, CS4 is from 2008 – way before (and not written for or supported on) the modern operating systems running today...

 

That's back in Mac OS v10.4 (Tiger) and Windows XP / Vista days, and predates even Windows 7.
