I am trying from few weeks and I am unable to complete my purchasing of creative cloud subscription and it shows this corresponding to the image.....what should I do..

Have you called the phone nuimber in the error message?
Have you tried buying a subscription using a Computer and not your phone?
Is the credit card you are trying to use registered in the same country you are in and or the address you are entering?
Not that I know of. Even if you tried with PayPal but your PayPal account was only tied to a Debt card it wouldn't go through.
