Why in the world can't we change our primary email to one that was previously used?

I followed the instructions here in order to swap my primary with my secondary email address, as I will no longer use the first one. Turns out, I still get the infamous

I logged out, I tried even a third email address so I could swap it again, but guess what I found:

Right.... Thanks Adobe, I can't wait for the day a competitor jumps in and lets you know that 1 on 1 customer support is essential.

 

Does anyone have a solution for this? I mean, just asking, as even with paying the Cloud subscription (not cheap) I don't have the right to talk to an Adobe agent... none of us can, unless we have an enterprise account. Too poor, huh?
