Is it possible to reactivate a deleted account?

I deleted my account associated with my school email address because my school was granted free student download, but upon signing in, I chose the option "continue with Google" which resulted in a normal free membership, and since I could no longer log in with that email address in any other way, I thought I could solve this by deleting my account and create a new account again, but the email address would still be recognized as an existing account, even though on the sign-in page it would be recognized as "deactivated." How could this be solved?
