As far as I know, the Creative Cloud has never been available under a lifetime license. It's subscription only, and the price you list appears to be what is charged in Europe for an annual plan paid for on a monthly basis. (This is odd, since according to the dbundles site they're based in Canada.)

It's possible dbundles is legit and has made a mistake in the information provided, but I would be very, very leary of this offer. You might want to report the site to Adobe's piracy site: http://www.adobe.com/antipiracy.html

It definitely looks like a scam. 

They may be selling volume licenses illegally that will work until Adobe discovers them.

They are also "selling" the 2020 version, which is no longer being offered.

Report them as suggested by LinSims.

Also Adobe hasn't sold a "master collection" sine 2014. This is scam advertising an imaginary product.

NO, it's not genuine.  It's a total scam.  Run away as fast as you can.  When something is advertised at "too good to be true" prices, it's usually not worth having at any price. Do not give that company your credit card or personal information.
