Is there a way to set up a billing contact for our company accountant to receive invoices.

As far as I know, Adobe does not email invoices

Also - if you have RETAIL licenses these are directly connected to the end user, they aren't considered to belong to the business in any way; the business has no right to get invoices, to transfer or cancel, reset the password or anything else. If the staff leave, you have made them a gift and may struggle to stop payments. On the other hand, TEAMS and ENTERPRISE licenses are designed for businesses, who retain full control; billing can be centralised, I believe.
