Can I Upgrade one app Premier Rush Professional?

Hi:

I was paying for single-use Adobe Stock Photos and Adobe Spark. I needed to edit a video and decided to leap Adobe Creative Cloud, and I have a lot to learn!

There is one app-Premiere Rush that when I view how to edits on YouTube, I clearly don't have the same capabilities as the Pro version. I needed to blur out a spot on a video. 

Does anyone know if I can upgrade just one plan? Or do I need to purchase the Pro version as a stand-alone service?

if you have an all apps subscription, premiere rush is included.

otherwise, you can pick and choose individual apps to customize your subscription.  but the all apps subscription is less expensive than bundling a bunch of individual apps.
