hello everyone, i have been paying monthly for 2 photoshops the latest version and new version, and also i deleted the older version but adobe keeps charging me for both version , how do i cancel payment for the older version please help??

It does not work that way, with one subscription you can use as many versions of the software you want. Kindly contact customer support to know what you are being charged for. Click on the following link

Make sure you are logged into your AdobeID, your browser has cookies enabled and no script blocker is enabled. Click on the chat icon on the bottom right.

Thank you for posting your query here.
As Manan correctly mentioned that with one Subscription you can use as many versions of the software you want, without any additional charges.
As I have investigated furrther, I see the same Card is getting charged once for the "Photoshop Individual Subscription" that you are using as well there is another Order purchased using the same Card details by another member from the same organization, which appears to be the reason that you see 2 charges every month on the same card.
Since this is a public forum and we are not authorized to share the email address of the other Individual Subscription associated with the same payment card, kindly request you to contact our Individual License Support Team so that they can share the details of the 2nd Individual Subscriptoin for which there are subsequent charges every month from the same card.

Only Adobe employees have access to private information.
If you are an employee, please request a staff badge immediately. ACP badges are not the same as staff badges.
