You are wrong, I found out that it does not include Lightroom, only Lightroom Classic, also non of the cloud features apps are included in the shared device versions.

According to Adobe's main page on the K-12 licensing program, Lightroom CC is included:

"All-new Lightroom

The cloud-based photo service with 1TB of cloud storage"
