Creative Cloud asks me to sign out and sign in on same device

I have a single user creative cloud license installed on a laptop and a Windows 10 desktop machine. The desktop machine has multiple user accounts on it and although Creative Cloud is installed for all users it is only used by a single user.

 

Every time I log in and try to use an Adobe application it says I am at my device limit and that I must sign out of a device and sign in to the one that I am using. I then have to choose to sign out of the device I am currently on and often enter a one time password via SMS. This is incredibly annoying. No other user accounts on the machine are trying to use Adobe software, but even if they were according to this it shouldn't matter: https://helpx.adobe.com/download-install/kb/login-required-for-separate-accounts.html

Click on Manage Plan.  Scroll down to Activated Devices. Deactivate as required.
