Creative Cloud keeps trying to update but it gives me error code 190

I am using CC 4.9.0.504 so I am not sure what it is trying to update.

 

Here is what the Install.log says:

Digitalcoffee-eGEOfv, Error 190 indicates that the computer does not meet the minimum system requirements to install the update.  Please check the Adobe Creative Cloud desktop application to determine which software title is attempting to update.  You can then find the system requirements for that software title at https://helpx.adobe.com/creative-cloud/system-requirements.html

Mine is giving the error 191, again means my computer does not meet ..., the Adobe creative cloud Desktop app itself needs the upgrade, not any of the apps. it appears that error happens in diffrent stage of updating every time it tries! Because of this problem the ACCD does not update my LR and PS!
