My email address has changed and I do not have access to the old one. At login, I am asked to change my password, with a verification code sent to my old email address which I cannot get to.
How can I have the verification code sent to my phone?

The problem is I can't sign in to my account, because the email for that account is no longer valid; and during the sign in procedure, a code is sent to the now dead email address. Someone at Adobe needs to change my email address for me.
Referral to the standard "Log-in to your account" page is not helpful.
Going to the Contact Adobe tag at the bottom of the page does not lead to any new contact methodology.

Please contact support by phone M-F during normal business hours. Google "Contact Adobe support" for the phone number in your region.
