I can't change my primary email address

I set my primary email address to the wrong account, so I want to change it. However, every time I tried it said "Primary email address must have a valid value?" I don't understand why I kept getting that because I was typing the correct email address. I saw someone suggest to set it as my secondary email to get it verified, so I did and now I'm unable to remove it as my secondary email address (always says there's a "problem" with doing that) and when I try to change my primary it says there's an error. Why is Adobe being like this?

I would like to inform that in order to change the Primary Admin email address, you need to follow the suggested steps under the Heading  "Change the contract owner" in the following help article  : https://helpx.adobe.com/enterprise/using/accounts.html#admin-contract-owner

 

Also, I would like to inform you that Adobe recommends Users to Not to make any changes in their existing Adobe IDs by changing email address from accounts page in adobe.com. In case you changed the email address instead of following the Steps for Changing Primary Administrator, in that case
