I just want to read PDFs. I don't want to pay $17 per month.
I don't know how to get out of this contract.
Every time I try to cancel I get a free trial of a few months or the option to cancel for $30, a few months later i see another bill on my cc.
I don't know what to do!
Does it really cost $17 per month just to read pdf documents?

The Acrobat Reader has a free version: https://acrobat.adobe.com/us/en/acrobat/pdf-reader.html
There are also paid versions available, however. If you can cancel for $30, do it.

Note: the free trial offer is followed by restarting the plan for one whole year. If you want to cancel, you must insist that you cancel, and you must pay the cancellation fee immediately. This is half the cost for the rest of the year, so by taking the offer you will pay more.
