In my school we are doing multi-media, in it we work with different types of media like Photo Editing, HTML, and now Video Editing.
As of right now we use Gimp for Photo editing and WMM for video editing.
We all hate WMM and would like a change BUT the money would either have to come from our teacher or the school if they ever say yes.
So onto my question.
Where could I find a good price for a classroom to use Adobe Premiere?
Is it possible to pay once and keep the version we paid for and not upgrade with newer versions or must it be subscription.
Also as a side note. Is it possible to find step by step guides to practice with (use for assignments?)
Also cheap as possible would be nice.

Two important things (1) there are only subscriptions (2) there are many counterfeits, low prices are probably fakes; there are no margins for resellers to cut. Adobe do sometimes have opening, one year offers but this isn't likely to help an educational long term strategy much.
Warning, scammers may contact you privately pretending to be Adobe staff. Adobe will never send you a private message asking you to email an account that isn't @adobe.com, or use Skype. Adobe never ask you for their password. These scammers want your Adobe info, credit cards, your money and control of your computer, please take care.

There isn't really a "good price"... There is the price Adobe offers, and any resellers would simply match it. So it's better/easier to simply go direct.
Also, there also isn't any option other than subscriptions for the software versions since 2013. All older releases are discontinued and end-of-life.
Hopefully you were aware of Adobe's student & teacher discount ? It is an annual plan, but 60-70% off the regular price.
As TSN cautioned above, beware of any other "good deals."
