Yes, you may use Fuse for commecial projects.  But Fuse Beta was discontinued and will be removed from Creative Cloud desktop app this fall.  My advice is don't hang your shingle on discontinued software that has no future.

To add one small point: once the app is removed from Creative Cloud you will not be able to install it. Your app may keep going. But one day you need a new computer, or your disk breaks and you must reinstall the system. Then Fuse is gone forever for you. So, it's allowed to use for commercial purposes. But it would be very, very unwise to do so.
