Problem purchasing plan

I had spent an hour with the online help chat yesterday, unsuccessfully trying to upgrade my Photoshop Plan to the All Apps Plan.  After some time trying to do it on her end, she suggusted that I cancel the current plan and purchace the new one.  That did not work, and now I have no photoshop.  I just tried to purchase again, but still no luck.  Please advise...

Is the payment not going through? Did you try with a different credit card?

This is a user-to-user forum.  Nobody here can help with payment problems.
