Received a license from my school to be able to work on assignments at home, does not work

My school, RIT, has enabled licenses given by Adobe so I can work on photoshop assignments at home. I followed a guide given to enable that license, but it doesn't have seemed to work. On the Creative Cloud Desktop App and the website it says my plan still does not include it and asks to me pay to when I open up photoshop.

If  I am on the Web Creative Cloud Home page, it does say Photoshop is included in my plan, but no where else. I need to complete an assigment very soon and this is preventing me.

Looking there it says I have the plan previous to COVID-19 which did not include photoshop.

However in another spot it does say I have Photoshop included in my plan.Cloud.PNGPlan.PNG

It just takes me to the apps page of Creative Cloud web to install it and if I click install it just opens the Desktop app because I already have photoshop installed.

On the Cloud Desktop app it says it says all of the apss are included in my subscription though.
