Is it no longer possible to simply buy an Adobe software to install it on a computer and not having to use the Cloud?

"Cloud" is just a marketing name. The "Creative Cloud" apps mostly install and run on your own computer, just like always.

It depends on the product. The Creative Cloud apps are all subscription based, including Photoshop, Illustrator, InDesign, and Lightroom.
There are a limited number of programs that are available with a permanent license (Photoshop Elements, Premiere Elements, FrameMaker). Acrobat DC 2017(?) is available with a permanent license as part of the Technical Communications Suite, but there are no updates/upgrades.
