Why is it impossible to upgrade an education abo from photo to Creative Cloud?

I already have the photo subscription and would like to upgrade to the full Creative Cloud Education subscription (I am a PhD candidate). Unfortunately, it seems impossible. The suggested further subscriptions lead me in a circle back to this page. Is there any solution?
