2017 Standard: Unable to reduce PDF or Preview

Hello,

One of our clients uses Adobe 2017 Standard across their whole firm. On July 17th, in unison, they all lost the ability to reduce PDF sizes (An error was encoutered while saving the document) and as of yesterday, July 31st, the "Preview" pane in Windows Explorer has stopped working in unison. 

We know that 2017 Standard was EOL'd last year, but is there anything in the ecosystem which would be removing features or effectively slowly disabling the software functionality? 

Troubleshooting Steps Performed:

Ran Repair Installation from the Help Menu. 

Launch Reader>click Edit>Preferences>General>click Select As Default PDF Handler>OK

Open Control Panel>search Folder Options>click Restore Defaults under each of General, View, and Search tabs.

Search for Internet Options under Control Panel>click Advanced tab>Reset

Restarted computers
