Accessibility Table Tags, Table Summary, H1-3 are not being read by screen readers NVDA and JAWS

We received this document from a vendor and it wasn't tagged for accessibility. I went through page by page, adding figure alternative text, table summaries, and tagged H1 through H3 headings. Then using Adobe's book mark tool I auto-generated the bookmarks based on the H1-3 heading tags. 

I sent this document to our 508C consultant who is blind. He used NVDA and JAWS to read the document. He found all of the alt text for figures but could not see the H1-3 tags nor could he see any of the tables or table summaries.   

I double checked the document using the Reading Order panel. Everything is there.

What is going on? We are very concerned. Since we are a government entity we are required by law to make our public documents accessible. 

Please advise. I have had issues with manually tagging with Adobe Pro DC. Now I am using Adobe Pro 2017 Version 2017.011.30138

Hi Rachael,

Your document is 247 pages. When documents are more than 50 pages, by default Acrobat will go into "Read the currently visible pages only" mode to conserve pre-loading time for JAWS. They need to change this option to "Read the entire document" to be able to jump headings across all pages in the document. You can access this menu through CTRL+SHIFT+5 (not numpad 5).

Thank you for the info.  Just to confirm, the setting is controlled by the end user, not by the document itself.  So if someone is using a screen reader to view an extremely large document, and doesn't know about this setting, they will not be able to see the table summaries?  Is there a way I can assign this setting on a document level?
