Is it possible to have footnotes and/or cross-reference repeat in a table?

I.E., footnote 2 appear in 4 different data cells of a table? Or does each reference have to have its own note (not how I though cross-refs worked though) Thses complicated tables are driving me crazy. The legal team a well as the carriers require us to have this information unambigously associated with the benefits. Previously, we had the footnote language in every cell it applied to, instead of using footnotes/cross-refs.

I'm beginning to think we may have to go back to that method, but there are some footnotes in other tables that would bloat these tables and add a lot of un-needed visual static/repetition.
I have been using InDesign to build both the standalone docs - about 13 seperate INDD files taht contain various things, some of which have coplicated tables and InDesign books (a new process for us) to put these docs together into one pdf. I'm primarily using CommonLook PDF for remediation. if that helps?
