Accessibliity highlights for links in PDF

I have been trying to create an ADA-accessible document with links; however, I cannot figure out how to create the "yellow highlight" that comes when you over the mouse over any linked text. I have seen this in other accessbile documents, but I cannot figure out how to do this. What steps do I need to take?
