Accessiblity on pdfs not working

Hi,  i have seen a few posts about accessibility and tagging for PDF but they seem to be for Acrobat Pro and I only have Acrobat.  I have set up my documents in Indesign, created paragraph styles, tagged images and text, set order. But when I export to PDF and check the document in Acrobat (reading out loud) it is all over the place and not following any order.  I end up having to re-order in Acrobat.  And sometimes this does not even work.

Plus if I have to edit the document in Indesign again and export again, I am back to square one.  I have combed through tutorials and I am at a loss.  What am I missing?  Any insight from others who have resolved this issue would be greatly appreciated.
