Accessing layers on Chromebook

Is there a web-based Adobe solution for accessing layers in a PDF document on Chromebook? I understand there are no Adobe apps which can be installed on a Chromebook with the capability of accessing them. Adobe would be preferred as I am dealing with secured files that sometimes don't play nice with outside programs, but if there are any reliable non-Adobe resources I'm willing to consider that as well.

As we all know that Chromebook has its limitations. You can edit PDF files on your Chromebook using Adobe online services.

But online services don't allow you to work or access layers in a PDF file.
